Trade promotions are designed to encourage consumers to visit a site or buy a particular product or service. If winners are determined wholly or partly by chance (as opposed to skill) it is subject to the states’ lotteries laws. In some states permits are required[1].
It is an offence under the Trade Practices Act[2] to offer prizes with the intention of not providing them.
